The Clintons’ War on Drugs: When Black Lives Didn’t Matter

In August 2015, an uncomfortable encounter between Black Lives Matter (BLM) protestors and Hillary Clinton finally broke the silence of many mainstream press outlets on the Clintons’ shared responsibility for the disastrous policies of mass incarceration, and its catalyst, the War on Drugs. Although a number of prominent academics have written on the subject, little popular discussion of the racial impact of the Clintons’ crime and punishment policies emerged until the opening volleys of the 2016 presidential race.

A grainy cell phone video of the incident showed a handful of young BLM protestors confronting Hillary Clinton on the campaign trail in New Hampshire. After expressing her ardent feminism and pride in meeting a female presidential candidate, BLM’s Daunasia Yancey forcefully confronted Clinton about her shared culpability in America’s destructive War on Drugs: “You and your family have been personally and politically responsible for policies that have caused health and human services disasters in impoverished communities of color through the domestic and international War on Drugs that you championed as First Lady, Senator and Secretary of State.” Yancey continued, “And so I just want to know how you feel about your role in that violence, and how you plan to reverse it?”

Yancey’s question deftly turned Hillary’s use of her husband’s presidency as political qualification on its head: If her deep involvement in policy issues during her term as First Lady qualifies her for the presidency, then she could be held responsible for policies made during those years. The Clintons had used the concept of personal responsibility to shame poor blacks for their economic predicament. Indeed, Bill Clinton titled his notorious welfare to work legislation “The Personal Responsibility and Work Opportunity Reconciliation Act of 1996.” Yancey’s question forced the Democratic front-runner to accept personal responsibility for mass incarceration policies passed under Bill Clinton’s administration.

Hillary Clinton’s response to the activists was telling. She attributed the policies of mass incarceration and the War on Drugs to “the very real concerns” of communities of color and poor people, who faced a crime wave in the 1980s and 1990s. Echoing an argument that is gaining greater purchase in certain elite circles as the movement against racialized state violence and incarceration sweeps across the US, Clinton deflected the charge of anti-black animus back onto African Americans themselves. It is hard to interpret her explanation as anything more than self-serving revisionism. As I demonstrate in this essay, the rush to incarcerate was fueled by much less generous motives than the ones Clinton presents. With the Clintons at the helm of the “New Democrats,” their strident anti-crime policies, like their assault on welfare, reflected a cynical attempt to win back centrist white voters, especially those from Dixie and the South Central United States.

What if you never were involved with drugs and your life mattered then and now?

Here comes theory with this old news. If you don't wait till an election yr to focus and you search foe yourself you would already be informed.

That is very naive. Who do you think gets hit the hardest when trump types get in there? Look at what the great white hope reagan did to the unions and the income tax structure. We're still being held back by those laws. Not to mention bush(s) with the S&L and wall street fuckery. If you don't think Black people are disproportionately affected you are ignorant of the facts. There is no such thing as a perfect politician so we got to go for the best of what's there. And that's Hil. Really, where is all this anti-clinton shit coming from all of a sudden. End of civil rights movement and declared war on drugs; before they dumped them in our community.

Maaaannn please don't believe this shit. I'm talking from personal experience because of what's happened in my state. If we assume because we think of Trump as crazy that other folks will too and won't vote for him, it is a recipe for disaster. We have a governor in Illinois named Bruce Rauner, when this CAC was running he told everybody that he was gonna fuck over people by slashing spending for services, cut taxes for rich folks, and destroy the unions. This would get our fiscal liabilities under control and bring jobs to Illinois. I remember talking to my head union rep about the election and saying that there was no way in a million years this crazy muthfucka would win. In my mind I thought because we have so many black and brown people in Chicago alone, that would swing the election in our favor. Boy was I wrong...This dude fucked around and got elected cut critical services to middle and low income people, is actively attacking all collective bargaining and we haven't been able to pass a budget since he's been elected so now schools are being threatened to close, or seriously scale back services, loads of people have lost their jobs because the state isn't paying their bills and money is not flowing from the state to the cities and municipalities. We are completely fucked here and I'm sure alot of it had to do with people thinking that there was no way this guy could win the general election talking as greasy as he was.

The next president will appoint at least two Supreme Court judges. Those roles are for life. Black people are back to fighting for voting rights because of the Supreme Court and you idiots in here are saying don't vote.

It is the federal government that adds gasoline to the fire on mass incarceration. When states have to raises taxes to fund mass incarceration to be tough on crime, companies and billionaires will balk and they will lose jobs to other states.

When the federal government pays for all this crap through grants, it can be spread around. This crime bill in the 90's dumped funding into all this garbage from the feds.

The introduction to drugs it the hood was the real problem the war on in was a solution to a problem they created... Get it strait during the 90's it was a genocide/ killing season on black males, and all anti drug laws was created to stop the killings... If not, by now the hoods would be just like Mexico, overrun by drug lords... But none of this would have happened if there was no drugs and a generations of fatherless males looking for shortcuts in life...

Also the war on drugs was a world wide effort, to stem the tide of a growing drug infections that was destroying the fabrics of society in just about every major country..
Think the measures taken by the U.S. were extreme, racist and Draconian you need to first compare them to the rest of the world and how they dealt with the drug invasion... Many of them were so overwhelmed by drugs that the criminals often became more powerful than their governments and in these regions crimes like murder, kidnapping, rape, and theft often go unreported and when you do it falls on death ears, especially if it deals with drug organizations...
 
Where are the Clinton's, Nixon or Black youth in this video? Because there sure is a real war on drugs going on...
 
Because bernie has no chance in winning the election. This is about keeping a repug out of there at all costs. Can you imagine what would happen with a repug POTUS and that repug congress?

I agree that we have to keep the repugs out.... I do believe that Bernie can do it as the democratic nominee
