LOS ANGELES — Police officers in the California desert city of El Centro

repeatedly ignored signs of medical distress in a man they suspected of being a drug dealer, even telling a 911 dispatcher to ignore calls from his family for help, according to a video released on a judge’s order.

Hours later, the man was dead from methamphetamine intoxication.

The video released Thursday was taken by cameras worn by El Centro police officers who pulled over 57-year-old Charlie Sampson on Dec. 3, 2013. It was released Thursday following a judge’s Aug. 31 ruling that cited public interest in police dealings with minorities and law enforcement’s use of body cameras.

“I am still shaking from watching this video. I am literally stunned,” said Charis Kubrin, a criminologist at the University of California at Irvine who teaches about police use of force. “The whole thing is unbelievable.”

The 15-minute video, edited down from hours of footage and released by the Sampson family’s attorneys, begins with police pulling Sampson over before putting him in the back of a patrol car without being handcuffed. Shortly after, Sampson is shown surreptitiously putting something in his mouth — methamphetamine, according to his family’s attorney, who added that he might have taken the pill so police wouldn’t find it.

At various points over the course of the next two hours as police searched his home and questioned him about where the drugs were, Sampson is shown barely able to stand, speaking unintelligibly, struggling to breathe, moaning and drenched in sweat, though he’s outside in December and complaining of the cold.

Upon seeing Sampson, his distressed family members ask officers to help him, saying he was clearly sick. One of them called 911.

Soon after, an officer calls the 911 dispatcher and tells her to ignore any calls from the address.

“The guy we’re out with right now is putting on somewhat of a show,” the officer says. “If we need it, we’ll advise.”

Two hours later, Sampson was pronounced dead at a hospital. He was taken there by a police officer who ignored instructions to take Sampson to jail for booking on a charge of violating his probation by possessing a shotgun, according to the Sampson family’s attorney, Christopher Morris.

The video shows the moment when a doctor tells Sampson’s wife that her husband had died — his heart had stopped by the time he arrived.

“When he left home it hadn’t,” wails his wife of 40 years, Laverne Sampson. “We kept telling them something was wrong. They acted like they didn’t care.”

Attorneys for El Centro and the city’s police chief, Eddie Madueno, did not immediately return messages seeking comment Thursday.

In court records, the officers deny wrongdoing and argue that Sampson caused his own death. They did not elaborate.

Laverne Sampson and her children are suing the city, the department and the officers involved, accusing them of wrongful death and negligence. It seeks unspecified damages.

On Thursday, Laverne Sampson said she wanted the video released because she wants the officers involved held accountable.

“He was my husband, he was my kids’ father, and my grandkids’ grandfather. He was somebody,” she said. “He deserved medical attention and they denied him that.”

Morris, the family’s attorney, said Sampson — a father of two — had a small meth habit but was a good man providing for his family by working on the line at a sugar factory.

He said police pulled him over because they were convinced Sampson was a major drug dealer based on a tip from a confidential informant, but added that no drugs were found in his home.

You can tell right away this guy is not a dealer of any sort. Kind of koo-koo and a user but nothing speaks dealer at all. I hope the family gets a huge payday. Very irresponsible behavior by Officer Lopez. A shameful disgrace.

Defend away. He used drugs, he was on probation so they had the right to search the house... To acknowledge his wife and child weren't involved in an imagined crime that didn't pan out then threaten to charge and jail them for it anyway if he doesn't roll over isn't even the worst part. Regardless of what might be Mr. Sampson ingesting drugs to avoid going to jail, for law enforcement to basically intercept emergency calls to 911 and deny medical aid to a person in obvious distress in their custody is beyond defending.

If this story was trying to get us to feel outrage or sorry for that guy, it failed. He chose to deal meth and he chose to swallow it so he wouldn't get caught with it. If anything, the police did the courts, system, and tax payers a favor.

uh where does it say he dealt drugs? it does say the cops pulled him over on a tip from a confidential informant and we know they always tell the truth right? much like your dumb as@ reads he worked at a sugar factory dummie. the cops found NO DRUGS and even if they had they still should have gotten him medical attention i will tell you this much.l you are about to find out just what this family is going through and your situation is going to be much worse enjoy the karma..

Please FRODO BAGGIND, reading is fundamental. Lots of people who get caught with any type of banned substance, attempt to swallow the evidence before the police finds it. As an officer of the law, I find that I would not want to partner with you. Wrong is wrong. We are trained to search anyone in our custody for dangerous "weapons" of any kind as well as any substance that they might take to hide evidence or harm themselves. Yes karma is a b#%^h but we as humans can't help karma along as these officers did. FACTS again Frodo, FACTS. Face the hard facts. TWO WRONGS MAKES 0 RIGHT.

Frodo: When someone is in police custody. There is a word often left out of that phrase. The Constitutional of the United States requires "Care and Custody", When this guy was placed in the back seat of that car he was placed in CUSTODY.
From that point on the police had the duty to protect him from any and all harm. Even from harming himself.
The fact that he was placed in the back seat of a police car without being search is lunacy.

Meth is the worst drug but the guy wouldn't have died if the lying cop hadn't ordered paramedics to ignore the 911 call hours before his death. Addiction should be treated as a medical problem, not a criminal problem/ I don't care if this guy swallowed cyanide sprinkled with rat poison, had the lying cop not prevented him from receiving treatment he's be alive. How many of the jerks commenting that the cops did us a favor have never done drugs themselves? Would you want to be left in a car for four hours when it was obvious you were in danger? And if you your answer is you never did drugs and still feel the cops letting him dies is was a good thing, you're have no heart and I wish it was you who died instead of this guy.

The United States has a system of judgement. The officers can not decide who gets medical attention or not. No place in the article did it say he WAS a dealer. He was SUSPECTED. They found NO DRUGS in his home. Facts Frodo Baggins. Yes he took a dose of meth being addicted. Yes it may have lead to his ultimate demise. However, if you had any real knowledge, DEALERS are very seldom USERS. It messes with business. Everyone, even someone with a drug, alcohol, cocaine, or weed addiction , DESERVES MEDICAL ATTENTION. The job of a police officer does not include judge, jury and sentence. Please accept that my brother law enforcement people did not do their job as trained. PERIOD
