Reform Qualified Immunity doctrine, removing eligibility from Local and State Police Forces.

Police have come to rely upon the legal doctrine of Qualified Immunity to protect them from both incompetence and malice in the performance of their duties as relates to interaction with the public at large.

Remove all protections from both State and Local Police Departments, their administrators while leaving protections for Federal employees.

3. If BLM were serious and not just a white controlled opposition group, they would form a political party with this resolution as a platform. But no.
