Purchasing Apartment Buildings With Government Money?

Help I 'm looking to purchase a apartment complex but I want to make it available to hiv patients or battered women and children is there any way I can get government funding to do this? I want to rehab the apartment and have the government provide a management team as I prefer it rather than be a landlord. Can I do this and still make money from this? How? Please help.
