what can i sell school age students? food vending is locked down.

laptops? refurbished?
bath in a bag for gym services?

the paper and pencil thing is covered for the most part.

what would be a good vending opportunity/niche on a county wide level inside of a public school?

Sports apparel, talk to some athletic coaches. Make some tight shirts, bags, etc... with the school mascot name and similar picture (i.e. a lion but not the same lion that the school is using). Give out some free samples to the major athletes and make the coaches sales rep. All they do is take money and orders

Bootleg CD's and movies if you have a strong "streeteam" of students in the school.
