Sometimes the label does it. If a young new upstart comes up with a hit, and the label has an established popular artist who hasn't had a hit in a long time and can't sellout a phonebooth, they'll take the song away from the newbie. A lot of times, they'll let the artist know their intentions, and sometimes, if they can't come to an agreement, they'll just take the shit.
So Biggie started rapping in 93?
