Yeah it's not even summer and I've seen two fights and a bunch of neighbors disputes involving people and their badass kids.

This is some bullshit... You have to be several months late, usually, before they can foreclose on you. Also, once that mortgage is sold, the Mortgage Servicing Company (or the bank who holds the mortgage) has to let you know that your mortgage has been sold.
The "Truth In Lending" laws will tear these people's asses up if they tried that shit.

That happened in Costa Rica. The victim was Nicaraguan. Sadly the water being off had nothing to do with the neighbors.
