Both words mean to become visible or come to be seen. However, 'emerge' indicates that the subject [Puerto Rico] became visible by "coming out of or moving away from something", while 'appear' implies that something came into view suddenly or unexpectedly. What has been discovered in the region that is apparently giving it this new importance?

I agree. Emerged, to me, means that there were other options on the table, or they're moving on from a previous position.
