I have seen fdny destroy cars that blocked hydrants while responding to an alarm... especially if its an engine company, and never have I heard of the city being liable for any damage incurred.

This is like normal behavior to bust windows for FDNY for all the years I worked EMS. On top of your windows, police will ticket the shit outta that car.

They take it as a major violation.
