A CNN piece on Wednesday spoke with critics knocking the lottery system as a form of systemic racism that targets poor Black and Brown communities across America.
The largest Powerball jackpot lottery ticket ever was recently sold in Altadena, California, with one lucky resident winning a historic $2.04 billion. The odds were 1 in 292.2 million.
Researchers told CNN that despite the extremely low chance of winning, state lotteries still aggressively market the lottery and sell tickets to low-income communities at higher rates, thus misleading Americans to believe it will help them quickly generate wealth.
“These communities are disproportionately made up of Black and Brown people. Critics say the consequence is that marginalized people will be driven into deeper debt by a system that is transferring wealth out of their communities,” CNN’s Nicquel Terry Ellis and Justin Gamble wrote.
Les Bernal, the national director of Stop Predatory Gambling, called the lottery a form of “consumer financial fraud” and a form of “systemic racism.”

According to the research, lotteries are a regressive service, with low-income groups paying larger chunks of their budget on games versus their wealthier counterparts. Additionally, more money is spent on instant scratch-off games versus drawings like Powerball.
The piece also highlighted how stores selling lottery tickets are more likely to be located in poor communities of every state. The state money generated from the lottery sales often does not feed back into the communities, but rather into colleges and higher-income school districts.
Jonathan Cohen, cited in the piece, appeared to disagree with the racial angle pushed by many researchers CNN spoke with. He claimed that the lottery often sees more players when the economy is suffering.

“And for folks who, especially Black and Brown Americans, maybe face discrimination in the traditional economy, well, the lottery doesn’t discriminate, anyone has just as terrible odds of winning,” Cohen said.

It is important not to tell anyone “other than an attorney engaged specifically to assist in claiming the prize,” he said, and “the people with whom you jointly purchased the ticket if any.”
If you want to remain an anonymous winner, and you’re working with an attorney to maintain anonymity, it’s best to keep your normal routine until you’re prepared for questions about the prize, he also said.

More heavily marketed to black people though?

Any neighborhood that allows billboards, is in the middle of a food desert, and has mixed-use zoning is always going to have more advertising and more places to buy lottery tickets.

At the end of the day lotteries are about entertainment. If you win great! If not you get to dream about what would happen if you did. It's a few dollars worth of escapism. Black and brown people who play the lottery know this just as well as anyone else.

That is true with most of the gambling. Most casino's make their money off of poor people trying to get money. It was strange that one of the history making jackpots was hit by a rich white man that never plays the lottery. He was on sight of one of his construction sites. He owns a construction company. While on sight at one site he decided to go across the street and get 2 hot dogs. He only had hundreds on him and paid for the 2 hot dogs with a hundred. The clerk said he did not have change for it. So he told him to give me the rest in lottery tickets. One of the tickets made powerball history.
In Reno when I was living there most of the time when I saw jackpots won it was usually always by a rich white lady.

 
It's a few dollars worth of escapism. Black and brown people who play the lottery know this just as well as anyone else.

People are far more likely to play the lottery if they know somebody who's won a good prize. Flooding the community with losing tickets is terrible advertising. On top of that, if the lottery commission was caught it would lead to a massive class action lawsuit that would shut down the entire system.
 
I've said before and I say again. The racism comes in when that lottery money the states claim goes back to the community, don't go to the communities that spend the most on the lottery in general.

I've always said that lottery is a ripoff and a way ţo take large sums of money from the poor communities.
I buy a scratch-off every now and then. Yesterday a dude bought $200 in scratch-offs in front of me, and I was so amazed about how some could just drop $200 like that. At least with sports betting, you get to enjoy an entire game of action. After you scratch a ticket, the thrill is gone.

Ever see a "sold out" sign on a lottery ticket machine?
The commission will just say the store/machine sold out so we sent more tickets. If you go to their website look up a game and they will tell you how many winning tickets were printed but they don't tell you how many losing tickets whatever area sells the most tickets gets the most losing tickets.

Nope. Never seen it. Not in any neighborhood. Never seen a liquor store, drugstore, or gas station counter that didn't have at least a few dozen scratches underneath.

That said, there is no way in hell the lottery commission will ever tell you which areas have the most losing tickets.

The biggest reason is that it would screw over the retailers. Stores barely make any money off the tickets, but they sell them because they know the customer is probably going to buy gas, beer, cigarettes, or candy along with that purchase.

If the commission lets people know that this store or this neighborhood sells more losers than anywhere else these stores will lose business which makes other retailers less likely to carry tickets.

Also, why would the lottery commission want their players to think about losing?
