I would use Elance.com. With that site I have hired multiple people from India to Canada to make either company logos or websites for me. the 4 times I've used it, I have always been 100% satisfied.

I would recommend visualizing and documenting everything you want before hand so you know what you want and need.

Since people have to bid on your project don't think for a second the highest priced quote means the best service. Read, compare, and haggle. Those India bidders will always try to drive up the price.
