Lawmakers Are Fighting Against Self-Checkout Kiosks at Grocery Stores

Depending on the kind of shopper you are, you either intentionally seek out self-checkout lanes, or you make sure to head to a cashier instead. With the latter option, you get the benefit of some conversation—and maybe some details about a sale—but some people just prefer to scan and bag their items themselves. There's been plenty of conversation around the security concerns associated with self-checkout, and now, local and state officials are getting involved. Read on to find out why lawmakers are fighting to limit self-checkout kiosks at grocery stores.

An elected official in Illinois wants to tax retailers with self-checkout.​

Over the past several months, officials have proposed legislation that would limit some aspects of self-checkout. Last week, Devon Reid, the eighth ward council member in Evanston, Illinois, proposed an annual tax for retailers that use self-checkout in-store, the Evanston RoundTable reported.
According to the outlet, Reid proposed that retailers be taxed $5,000 per kiosk, with that money then used for "training and placement programs" for teenagers in Evanston. Reid clarified that he is not looking to place young adults in jobs at bigger retailers or grocery stores, but at smaller operations.
"The goal is to take that revenue and get teens jobs at small businesses," he said at the Aug. 17 meeting, noting the decline in human cashiers and that "prices have not gone down" even with more self-checkout options. Reid also called out Amazon Go stores, which allow you to "just walk out" and pay through your Amazon account, with no checkout process at all.
"At some point, those jobs will be eliminated completely, and the money goes right into Jeff Bezos' pocket," Reid said.

This isn't the first time self-checkout has been challenged.​

While Reid's proposal would be limited to the Illinois area he serves, another lawmaker in Rhode Island proposed a similar idea for constituents earlier this year.
In a Jan. 27 press release, Democratic representative Megan Cotter introduced a bill (2023-H5161), which would limit the number of self-checkout kiosks at grocery stores to no more than eight. It would also require stores to give customers a 10 percent discount if they use self-checkout for orders with 10 or more items.
"Self-checkout is a way grocery stores are avoiding paying employees by getting customers to do cashiers' jobs for free. It seems only fair that if they are going to take on cashiers' work, the customer should get something in return," Cotter said.

The bill received pushback.​

Cotter alleged that self-checkout is taking away jobs, and the bill describes a series of other drawbacks, including a lack of social connection, increased risk for shoplifting, the associated difficulty for elderly customers and those with disabilities, as well the effect on retail workers, who feel "devalued."
"In addition to the frustration and inconvenience self-checkouts represent to many shoppers, this is mainly a jobs issue. Self-checkouts are specifically used to reduce the number of people that stores employ, and the number of hours that their employees work," Cotter said in a press release.
Cotter stated she wanted the bill to prompt conversation, adding that grocery chains would likely hope for shoppers to just accept more self-checkout lanes. According to The Providence Journal, the bill was indeed met with opposition from grocery chains.
The proposed law didn't sit well with these businesses, with owners saying that customers look for self-checkout options and are accustomed to seeing and using them. The bill did not end up passing, according to BillTrack50. It was recommended to be "held for further study" in February, and reported as dead on June 16.

Some chains are shifting to self-checkout-only stores.​

While some are fighting against self-checkout and its potential impacts on job opportunities, these kiosks are probably here to stay. Some retailers are simply upping their numbers, while others are doing away with cashiers entirely.
As Best Life previously reported, Dollar General announced plans to test the exclusive self-checkout model last year due to its popularity with customers. And this summer, a Kroger store in Franklin, Tennessee, is piloting a self-checkout-only store.
But following news of the conversion at Kroger, NBC News reported that not all shoppers are thrilled with the increase in self-checkout machines. "I hate self-checkout. Those machines do not work," a customer at Stew Leonard's (a regional grocery chain in New York) told the outlet.
Another shopper added, "Last resort. Last resort for me."
At the end of the day, Phil Lempert, Supermarket Guru founder and editor, told NBC News that grocery chains may not be happy with the shift either.
"I don't think there's one shopper in the nation who would like to go to an all-self-checkout-store," Lempert said. "And frankly, as these retailers are putting in more stores that are only self-checkout, I think their sales are going to decline."


 
I hate and refuse to use them….I don’t work there…You expect me to ring myself up bag my shit and then pay for it…You can eat a bag of baby dick stop and shop..I’m waiting in line and get the service I deserve

I only use them if Im in a store where the majority of customers are like pompous assholes, like in whole foods, where if its too crowded,

I run to the self checkout to get away from them lowly vibes.... but if its somewhat empty I always choose the cashiers...

I'll be behind cacs with loads of shit that just stand there watching the cashier, like they can't touch bags or something like it's beneath them..... I always help to bag, I just tell the cashier to set up some bags for me before she rings up stuff..... put a paper bag inside of the plastic bag, do about four of them for me

Yea I always do that.. but many times the cashier would be like I got it, especially when I go

to trader joes... but chea them pompous punanny holes make me want to just grab my shit

Kids are raised off of poison. Why do you think third world countries starved to death while we threw away tons of food. All you can afford is the poison. They have been fighting against real organic farming for generations, same as with real bee hive farming. Now days most people got to go and take the booster shots. I work for a grocery chain warehouse and while it maybe that they have fewer cashiers it works for a quick sale! I have two to five items and I'm in line behind someone who has 30 items... ooook... where is the sense in that shit...I may drop the items n leave... now there is no sale...but a place that has no cashiers qt qll.. i don't like...one walmart by me is like that.. but I dont do much shopping there... plus they added back cashiers... so I think sometimes it works n sometimes it doesnt.. but this bitch that wanna tax a business for the use of such a thing is dumb as fuck! If that did pass they would not use the money for the right thing as they say they would!!

What you just described could easily be sorted out with the 10-15 items or less line. Just like they could break lines down by cash or card. Both scenarios a human still could work without substituting them for a machine. In the end the law pretty much says if you believe in the machine ull have to pay for your belief system, now what is it gonna be

I decided to use the self-checkout line and never went back since. And,plus I've always hated being in line because something always goes wrong. Whether,it be someone not having their money ready,an issue with the machine or someone forgot something and ask the cashier can they get and the cashier says yes...

People are being made obsolete and AI will make even smart folks obsolete. But folks think having more babies is winning. :lol: So fools want to tax progress to support obsolete humans? FOH

I decided to use the self-checkout line and never went back since. And,plus I've always hated being in line because something always goes wrong. Bruh, I recall this happening right at the height of COVID. An Asian chick was in line at CVS coughing and not covering her mouth. I'm talking April/May of 2020 at COVID's peak. An older black lady grabbed some Lysol and sprayed all around that chick - essentially spraying her like a human roach. I felt bad for her because the whole store was looking, but she should have covered her fucking mouth.

Being Asian prolly didn't help the situation either.

Intermingling with all the female shoppers why yes we do.. retail female workers also be nice and thick.. got a team of female Dominicans at my local grocery store.. it be tons of ass at the Costco in Spanish Harlem.. actually ran into some strippers and a few amateur pornstars on my trips there

Nah.. sounds good but that junk dont always work...its usually only one of them lines and many time they crowded... so nah ill take my self checkout... been that way for years at out stores...and im loving it...now if its late night like after 10pm the may have 1 lane for regular grocery then the self check out lane open...in and out...

and to me...it seems like these CEOs...executives...of these supermarkets are purposefully hiring cashiers with the WORST customer service skills...and not training 'em...

i go to the supermarket...and the cashier rings up my groceries...

now...since I was a kid...the UNIVERSAL indication...that the cashier was finished ringing up your groceries...was to give you a total...as a socially polite way of saying "i'm finished ringing up your groceries, now give me the money"

sometimes...I go to the grocery store...the cashier finishes ringing up the groceries and then just stares at me....as if to say just look at the BIG ASS LCD screen next to me...

and then if there's no bagger available....they just look at me...as if to say...since I don't have a bagger i guess you gotta bag your own groceries...

or the cashier will start bagging the groceries...and I'll see that no bagger is around...and i'll put a few items in a bag to kind of help out...so I can get out of there quicker...

next thing I know...the cashier has pushed the rest of the unbagged items over to me...for ME to bag up and put into the cart...

and lately....the new thing is...they've "upgraded" their payment system....and NOW the payment system is even SLOWER and half the time the payment doesn't even go through the first or second time...

i feel like this is all being done on purpose...so management can finally get rid of last cashiers and baggers....

i think kroger is already experimenting with an all automated supermarket...

I haven’t seen a just cash line or 10-15 items less line forever.. you know how fast my shopping would be if those lines existed.. lot of people usually have mad items especially if they with family and many people are plastic swiping lovers. Cash only and 10 items or less would be godsend.. let’s not get into if they did that at clothing stores oh man I would be in and out

Ooo... yeah here in the chi the store has 15 items or less but not cash only... I never seen that.. maybe like Walmart, home depot or target.. with cash only spots or it maybe more.. I just dunno
