The reason why you have these types of flash floods in places like Vegas and Texas is that the soil is so hard, due to baking in the hot sun for so long, the result is like baked clay where it becomes hard and far less porous (like concrete) so instead of sucking and draining the water like normal soil, the water is channeled down to the lowest points creating flood zones. So essentially the droughts that are hitting the west will fuel bigger floods.
