Thus chick who I see is constantly eyeing me down and staring at me and when I try to start Convo she don't speak at all.

Like she looks just to look but won't touch... she's young and very fine though.

What's the deal with this? Why lead a man on if you don't plan to follow through?

That would be a good question to ask HER...As for me I try to avoid eye contact if I'm not interested and only engage if I'm interested so as not to confuse anyone.
