Israel and the Palestinian Authority will resume direct negotiations on Sept. 2 in Washington, where U.S. Secretary of State Hillary Clinton urged them to resolve their conflict within one year.

While the U.S. target may be ambitious, the chances for agreement on creating a Palestinian state may be slipping away if delays last much longer, said Shibley Telhami, a professor at the University of Maryland in College Park.

“There is no margin of error -- the prospect of a two- state solution is fading fast,” Telhami said. “If you don’t put a deadline it won’t happen. If it does not happen next year it does not happen, period. There is a sense of urgency.”

Clinton said yesterday that she and President Barack Obama invited Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas to Washington to meet face-to-face to formally open a fresh round of talks. Egyptian President Hosni Mubarak and King Abdullah of Jordan will join them.
