When I was a resident assistant and lived in a dorm in college, I had them in a huge bucket outside of my room. I kept them out there until a parent complained that I was promoting sexual activity. 
I'm sure that condom bucket saved many residents from pregnancy that semester.

You'd think that parents would be glad that you were making available something to protect their kids from the consequences (STDs and pregnancy) of an activity they were most likely already engaged.
