I figured out a way that this might make sense. Maybe there is Federal funding for this and Hampton has alot of summer vacancies. If not, somebody needs to be fired for this BS.

Alot of them do it out of desperation they way the options and take the risk. Many African countries have limited slots for college. Honestly for a time many HBCU'S were even at capacity. It's only been recently where blacks are applying do to so much racism. We would rather go to white Universities.
