I have google voice my droid. If I'm out of the country but I'm connected to a wifi can I use my google voice like I normally would here. I'm thinking that calling another US number should be free as usual but calling an international number would be charged as if i were calling from the US even if I'm actually in the country I'm trying to call. Does anyone know exactly how this works?

If you outta country google voice doesn't work really.
What I should do is see if droid has an app called Bobsled. I have it for my iPhone. You can make calls from anywhere in world to any where for free over the Internet.
Had it when I was in DR used it to call wifey. Best part is cant call u back.
