Is it possible to calculate the +/- stats for players in the 4th Quarter only? And only when certain players are in (or out) of the game? There's a theory I'd like to check out

absolutely.

you merely need to know the score to start the period as well as the personnel on the floor to begin the period.

then you track the scoring changes paying attention to each player as they are substituted.
