For Elon and Tesla, this isn’t the first time a grid system will be built. They have done this In Hawaii and working on systems in Australia. Hell, other nations and islands in Europe are taking advantage of sustainable energies to produce power.

Good questions have been raised about the Virgin Islands. The same can be done and I’d like to think people at Tesla have started looking into this (b/c they think globally and extraterrestrial). Tesla could work with the local government and businesses there to provide solutions.

I wasn't referring to Puerto Rico. I was referring to places like the other places but someone just reminded me that the Virgin Islands is part of the U.S. I also just remembered Tim Duncan comes from there...Not sure how that matters though lol.
