You need a business that will look favorable and profitable, and a person who knows how to write grants. Grants are not guaranteed. If your business looks favorable and will help people and or non profit, and depending on the type of business, you may get the grant. How much, well, I don't know. You will have to research about the type of business grants out there. I don't know what type of business you are trying to promot.
Also, as far as loans are concerned, again, you need an excellent business plan that looks promising for your business in the city in which you will market the product, and great credit.
