Police should be able to tell if the dog is updated on it's shots, because i'm sure they are chipped right?

Oh that’s a guaranteed six figure settlement from his homeowners policy and they gone make him get rid of those dogs or drop him. If they drop him he won’t find another policy if he has those dogs.
Question for you: Since the dog escaped and bit someone while it was off the property, you think the insurance company can avoid paying out?
Depends on how the contract is worded, but likely not. Most liability on homeowners policies cover liability away from the resident premises even if your dog bites someone down the street at the park.
