The average age of death doesn't mean what you think it does.
Child birth was just much more than it is today.
That brings down the average.
People would just have 10 kids and 5 would die.
They would still have 5 kids that lived until they were 80.
But the average would be 40.

I'm on the fence with this one. On the one hand it makes sense that the benefit from Fluoride would be from contact and not through ingestion but consider the source. Kennedy is a raving lunatic. I'll let the nonpartisan scientists hash this out and I'll follow their recommendation.
