I would hope they don't go stupid and reply to that signal. They have no clue as to the origin of the signal, the senders intent or the senders capabilities.
The people of this planet can't deal with themselves. So what would happen if aliens from another world were suddenly in orbit around this planet. I know that's pure speculation but the bottom line is, if they were to come here you already know they are far more advanced than we are. So what do you do if they come?

It’s a billion light years away. No way that’s a civilization. They’re gonna say it’s a quasar or pulsar or some shit but this ain’t the WOW signal all over again. On the Kardashev scale gotta be civ 3 or so to be capable of this that shit ain’t happening.
