There was a post on the main board yesterday with the above link attached. I wasn't busy so I looked into it. The guy on featured on the website featured an article allegedly authored by Henry Kissinger, and I could find not other reference to the document, although I have some access to papers from that era. I have friends at the National Archives who are going to pull some other stuff during thier lunch, although I doubt we will find anything. Also, the "program " purports that it is looking to get a virus that is 'discriminate" & "incurable". HIV is neither. Also, why would any one trey to depopulate a people which make up the smallest "race" of humans, and have kept thier numbers down via war and self destructive behaviors.
