That should say Could Kōban's work in U.S. Cities?

From wikipedia:

A kōban (交番, kōban?) is a small neighborhood police station found in Japan.

Basically they are small police stations found in neighborhoods in Japan. Their main purpose is to give the community a police presence and on the spot aid when stuff happens (not show up after the fact).

I know it may seem like some Big Brother shit with the police keeping an eye on everything. But one (of many) of my issues with the American police system especially in large cities is how they will often have little to no connection to the communities they patrol or as I said before show up way after the fact.
