Rasheed Wallace can be counted on for 3-things: (1) taking ill-advised 3-point shots; (2) collecting "t" by the bushel;and changing Celtic chemistry. He did it in Portland, Baltimore, and Detroit.
The Celtics are also trying to sign Grant Hill,and probably will. A much much better fit. However, no addition will prevent the Cavs from winning the East.
