Career Options?

Currently I work for the California state disability as an Insurance Examiner; its a cool little job, but it tops out at $52,000 after 7 years and an the highest position which is a Disibility Program Manager tops out at $71,000. I posess a Bachelor of Science in Business Administration, an AA degree in liberal arts. I'm 28 years old and I am thinking about taking some classes at my local JC to add some certification under my belt. I am torn between a certification in either Real Estate Appraisal, Network Security or Medical Billing?. Any advice would be greatly appreciated.
