Can you use DNA testing to find out whether two siblings have the same parents or not

Please note that I posted this before and it seems it was badly written so much so the point didn't get across. So, if you would like to help but to understand the writing, please jump to the question at the end.

<b>I 'm faced with the following scenario:</b>

1. My cousin (RIP) passed away and left a young daughter behind. The mother of the daughter passed away too.

2. The daughter lives with her aunt (mother's sister).

So, in trying to help the aunt with a few things to raise the daughter, I called her today to find out how the daughter is doing. We chatted and chatted. But she also dropped this bomb on me:

She told me my cousin has also got a son by her sister. In simple terms my cousin has two children - a boy and girl. </font></b>

So, in shock I said I will get back to her regarding that because it is all news to me. I call around my family to find out the whole story and everybody told me the son is not my cousin's child<b><i>because he (my cousin) said the little boy is not his.</i></b>

Now here is where I need your help:

<b><font color="DarkRed">Is it possible, through DNA testing, to determine whether the little boy is my cousin's by using the DNA of the daughter (finding out if the two kids have the same parents)?</font></b></div>
