Putin is trying to use this as his last negotiating tool. He's losing Russia and needs peace talks to regather.
He's on the ropes and this is is last trump card. Blow the place up and blame the Ukrainians. Create a nuclear disaster without having to launch them.
I don't think trying to nuke Ukraine will ever happen, for one they are too close, geologically speaking (just imagine how dumb they would look if a wind picks up and blows all that radiated dust towards Moscow), and I believe unlike the U.S. Russia has six keys from six different people needed to launch a nuke attack, and the way things are in Russia getting six top officials to drink vodka together is difficult.
Also, China has publicly denounced nuke bombing as a preemptive attack, I know they are the kings of fake shit, but if Russia wants to keep in bed with them as a potential trade partner and allie it would be best for them not to rock the boat too much. But one could argue that destroying a nuclear plant isn't technically a nuke bombing, so other than my first argument it may be somewhat plausible, but could backfire into a P.R. nightmare.
