The weather patterns in that area may improve, but the chances are equal for improvement or to worsen.
The U.S. has been stuck in the La Nina to neutral phase for the past couple of years. Earlier last year predictions were that the phase was to transition into El Nino, which is did briefly but it was very weak.
Lately that area has improved with all the winter storms that has been passing through, so that is a good sign. The unknown is if the La Nina returns for the spring and summer and is strong. Then that area will not only experience a worse drought, but also add the effects of amplified severe weather similar to the numerous tornado outbreaks in 2010.
In my opinion they just need to survive this drought. I think it will improve in the near future. Thing is that is doesn't take much for the Mississippi to flood.

You can expect some serious water wars to unfold in the U.S. luckily for the western U.S. they have been getting a lot of snow, so the spring time snow melt will do great for that area.
The southeast U.S. is doing fine for now, but well see what happens this summer. 2006 summer was horrific for the southeast U.S.

Bruh, Africa is hurting right now. The rainfall anomalies has been decreasing for over 40 years. The Saharan Desert is expanding and it is getting hotter.
