You can't subsidize wheat or chinchilla fur. You subsidize the people who grow wheat and raise chinchilla. Now, when you subsize the growers and raisers, you don't get wheat or fur; you get people getting rich from the government subsidy. Why your people refuse to call it welfare is beyond me.
