Cops be having some strange protocols that they must follow or risk not being backed by their department if shit hits the fan... For example this peace officer explained to me that if they were forced to immobilize a potential dangerous resident (working at the group home at the time) they were required to use their baton stick and when they did they was required to attempt to break a limb to immobilize them..
Now if you thought that was cruel and you decided to fight the kids one on one, even though you were less rough on him, by not following instructions you could lose your job and or be sued....
So one department it may be ok to use physical force and another you could lose your job for doing the same exact thing, and in other departments if you fight and don't shoot you could wind up in trouble...
This is why I could never be a solder or a cop, due to the fact you are there to follow orders not figure shit out for yourself..
