It's a tactic to escalate people so they can make arrests and look like they are actually doing work on the streets.

Edgewater Police Officer Daniel Rippeon accused of arresting CVS worker for no good reason
Paul Wert, 22, was arrested May 10 outside an Edgewater CVS where he had just gotten off work. He was threatened with a taser and police dog.
