Rolling Stones can tour world wide. Jay Z has two places of note he would do solo 20K. NY and London. Jay Z fans dont buy shit or stream worth a damn.
West Coast and South aren't showing up for Jay. Midwest in a few cities he might get a strong crowd. But its funny hes turning down all this money he could make on the road to mogul.
If Jay could be making money touring then he will would be. He and his wife have had past issue with the intense touring. So that is a no, no nowdays.

Its been a great run but they are now more known for drama and business deals then good music over the last decade. Jay Z had an entire platform to himself and used it as a flip instead the multi billion business it could have been.
Spotify made $3B in profit last year. He had every big name in music in promoting Tidal and could never compete with two platforms that had little promotion beyond Apple fan bois and legacy users. Tidal is quality product but beyond telling you to buy what value did Jay Z add?
