This topic is subjective, so there is no right or wrong. You opine that way, but I opine differently. I'm not wrong or right, and neither are you.
That being said, you can have your ship invaded that many times, or more, when your in foreign terrioty. There are at least 79 billion galaxies in the universe. Star fleet had encountered and had influence on maybe 100 galaxies.
The premise of Voyager is that it was stranded billions of galaxies away from humanity as we know it, in hostile terroties. Voyager was strandred and billions of galaxies away from any allies, and Janeway as Voayager's captain was without the benefits that Kirk and Picard had.
If Voyager encountered something hostile it could not rely on Star Fleet/other Federation ships to help it. Of course,if your 74 billion light years away from an ally your ship is going to get invaded. Under such circumstances, you can't have a George Bush/Captain Kik/Captain Picard mentality. You have to negotiate and sometimes settle for less because you have a weak bargaining position. Kirk, or Picard, would have been too gung-ho and would not have brought Voyager home. Hence Janeway succeeded because she didn't have male hubris.
Janeway used diplomacy first, and force only when absolutely necessary to protect her crew and traverse some 70 billion light years to get her crew home. Kirk and Picard didn't have to face such odds. Moreover, if they did their bravado would have caused them to fail.
