I could be wrong but I think Anthony Richardson was the only QB they have actually drafted to start since Andrew Luck. The years after Luck got hurt they rented a QB for a year while building the team.
They thought they won with Richardson but he was a raw athlete that started way too early. I wouldn't say they draft bad QBs when they have only drafted one since Luck in 2012.
