Republicans know what they are doing. They do stupid and horrible shit, but they deliberately delay the outcomes so that they happen after they've lost control of things. And as noted, a large chunk of people refuse to blame the original source; they just get mad at whoever is in charge at the time.
I'd like to think we are getting smarter about things like that, but nothing has proven it so far. This election would probably be the biggest testing ground for it.
