New Orleans police Officer Jeffrey Vappie, whose close relationship with Mayor LaToya Cantrell has been a focus of a federal investigation, accompanied Cantrell on an trip to the Middle East last month that cost taxpayers more than $14,000, according to a WVUE-TV report.The city picked up the bill for Vappie's airfare and lodging in Dubai, where Cantrell traveled in December for a climate action conference, according to records obtained by the station.
The event's host, the U.S. Conference of Mayors, paid Cantrell's travel expenses, the report said.
Vappie has frequently joined Cantrell on out-of-state trips as her security guard, though those duties were suspended for months last year while Vappie was under NOPD investigation on allegations of payroll fraud.
Vappie and Cantrell's relationship came under scrutiny after WVUE-TV published surveillance footage that showed the two entering and exiting a city-owned Upper Pontalba apartment, traditionally reserved for the mayor's use, while Vappie was on and off duty. The two often spent extended periods of time inside. The City Council has since barred Cantrell and future mayors from using the apartment.
The internal investigation resulted in two letters of reprimand for Vappie, though a federal monitor blasted NOPD for ignoring evidence of misconduct and failing to consider a "wealth of circumstantial evidence."
Vappie was soon reinstated as a member of Cantrell's security team.
Cantrell's lawyer, Eddie Castaing, declined to comment Friday. Harry Rosenberg, a lawyer for Vappie. didn't immediately return a message seeking comment.

I read the article and it's typical boiler plate language in the petition.... the giveaway is "became aware, approximaely,allegedly, and Mrs.L.C.". Most high profile politicians, coaches, actors, etc have a high profile, body person, escort, etc around them, so its not unusual for that person to become highly visible from that experience alone.
As far as the off/on duty issue, that's a part of the job, you move when the boss moves and shit will not be on a regular 9-5 type of situation. Notice how the photo of the mayors residence is grainy as fuck? Why is that after all, they have a state of the art security system inside and outside the residence with security locked door thoughout. Don't fall for a simple grainy ass 7-11 photo.

Mrs. Vappie claims that Jeffrey began the sexual relationship in May 2021, the same month he began working on the mayor's executive protection team. Mrs. Vappie also pointed to dates in August 2022. On August 2, 2022 Vappie and the mayor spent 6 hours in the Upper Pontalba apartment, from that alone, it seems that Mrs. Vappie's dates are adding up, if you want proof.
Jeffrey Vappie's visibility is mostly due to him being from a fairly notable family that has long ties to NOPD. He was already visible before before he joined her executive protection team.
The issue of being a member of the executive protection team and not being a traditional 9 to 5 is not the issue here, the issue is Jeffrey going into the mayor's apartment at 6 or 7pm and leaving alone around midnight or later (in different clothes). When Ray Nagin was mayor, no member of his executive protection team was going to his house 7pm in a suit and leaving at midnight in workout gear.
There are other issues at play here that need to be pointed out.
- - The mayor of New Orleans does not have an official residence (We have nothing similar to LA's Getty House, Detroits Manoogian Mansion or NYC's Gracie Mansion
- - The Upper Pontalba apartment that the Mayor is living in, is owned by the city and is generally used to entertain guests, it was never intended for the mayor to live there.
- - At some point the Mayor's own marriage began to break down and she moved out of her house in the Broadmoor neighborhood and into the Upper Pontalba. When she was living in her own home with her husband, no member of her executive protection team was coming to her house at 6 or 7pm and leaving after midnight in different clothes.
- - The city council eventually passed an ordinance ending mayoral use of the Upper Pontalba and ordered her to move out.
Grainy security cameras from across the street are not the issue, Jeffrey Vappie fucking the mayor is also not the issue, even if it did cost him his marriage and made Jason Cantrell look like a cuck as he was dying.
The issue is the payroll fraud and issues of Jeffrey Vappie billing the city for hours he was not working. NOPD's own investigation found that he violated policy by working 18 hours on day, spending numerous hours alone with the mayor outside of his tour of duty and being on a Housing Board (that he is not qualified to be on) as the mayor's appointee. NOPD eventually gave Vappie two letters of reprimand and after all of that the federal monitors said the NOPD's investigation was seriously lacking, so much so that a federal judge ordered the Cantrell Administration into court to explain why the investigation went the way it went.
And with the shitty investigation, NOPD still found that Jeffrey Vappie's behavior was inappropriate and if it's found that the mayor and/or Jeffrey Vappie received any of value from people who do business with the city, then both of them are in serious trouble because that very thing sent Ray Nagin to jail.
