This is true in general, I ought to know because I lived in the projects as a kid, but lucky for me my mother didn't have that mindset, but I saw it all around me. Even little things like free heat and water can cause you to think it was normal and when you move out and all of a sudden become responsible for all of that, it can come as a bit of a culture shock.
I'm lucky I never ran into a destructive volatile woman. And those women are for the birds. Crazy shit is, if you put your hands on them after they destroy your shit or try to destroy your shit and you get in trouble.

We lived in them too for awhile. Ours really weren't that bad. They weren't those shitty high-rise apartments. They were like rowhouses with green lawns and trees. Still, there were enough people who lived there who didn't give a shit.
