You are talking about two Americans, the wife is pregnant, they are overseas, the husband is stationed in the military and she gives birth. Late Senator John McCain fell under that umbrella being his father was in the NAVY and he was born overseas.

If a US service man is stationed in Korea for example, knocks up a local Korean girl and she has that child in Korea, that child is not a American citizen under current law. The father has to go thru the process of getting the child American citizenship. Those children are called “War Babies”.

Nope, all it takes is one American parent.* Even if the child is conceived and born overseas, it's still an American citizen because of that one parent. This is well-established.

You seem to be asking, though, if birth-right citizenship applies to a fetus. It doesn't. A child born in the US, even if neither of the parents are American citizens, is an American citizen at birth. They have to be born though not fetuses.

*I just looked it up and while I'm correct that in most cases a child born abroad that has a one American parent is a citizen there are certain exceptions if the parent hadn't lived in the US a certain amount of years. If you're a natual-born US citizen who lives in the US, though, your foreign child would likely be a citizen if born after 11/14/1986.
