It looks like when you depart a country, Russia does the screening. Her just showing up in the United States with prohibited items could be construed as terrorist intent. CBP has pre clear sites in a few countries, but not in Russia.
When they arrive, they get screened and checked again I believe. You know how the U.S. is about commercial flights and terrorism.
