That scenario you posed is called a civil war and the same thing that happened in 1861 would repeat itself….you dont get to leave this corp….especially if youre a state with one of the largest economies in the world.

To clarify the scenario I imagined: NoCali wanted to separate from SoCal, but knew they couldn't without additional military resources. So NoCal approached canada for assistance. canada said if NoCal declares their independence and SoCal attack it in an effort to force NoCal to rejoin, them canada will fight with NoCal, against SoCal and the US Feds. So, what started as a civil war would ultimately become a war between nations.
The issue was that they were getting some support from American right wing militia groups.
