Perhaps, but much of the private corporate capital will be removed from the equation. Government institutions are much less efficient, and thus even the states will likely want to scale back imprisonment to save their budgets. This will especially be the case for private institutions that have factored federal and state synergies into their profit models. All it would take is to wreck a couple of these companies before the others started to consider other investment opportunities.
