Because it takes ratifying the constitution and it is very hard to do. It will take two thirds of the House (veto proof) two thirds of the Senate (veto proof) and three-fourths of the states to agree. And the small states ain't willing to give up the little power they have at this point.

To change the Electoral college is going to require a ALL HANDS ON DECK situation every two years .... because he will need to gain and keep a sizable majority of the House and Senate to be able to absorb the push back from Repubs every two years and it's going to take a while to gain enough Democratic state wide support to do this.
