Probably an issue with your bank/credit card company.
Sometimes they will decline a purchase if they suspect possible fraud for purchases over a certain amount.

Had 6 tabs open and every site was acting like shit because they were getting hammered. target kept emptying my cart to the point where I finally got into entering my payment info but it just wouldn't go through. BB and amazon wasn't active at the time, so I kept refreshing the hell outta MS until 25 mins later, i got through
