Some upscale malls and "specialty" restaurants like cheesecake factory can actually do this and get away with it just because you can't really quickly repurpose their space into anything else profitable so its better to just work something out with them. NYC, LA etc. are about to become even more bland now though because you can quickly turn a lot of those "generic" store fronts that are currently small shops/bars/restaurants into ATMs and large chain locations pretty easily. If you have been to NYC recently , think about the LES now versus even 10-15 years ago. Every interesting bar or restaurant has been closed and turned into a fucking ATM or subway/Dunkin Donuts
