London is crazy expensive place to live, a city that ONLY cares for the rich and has long abandoned the poor.
A generation has grown to only know one way to live, take every opportunity and go everywhere tooled up.
They deal with every situation, no matter how minor or major, the same way. Many are in gangs (boys & girls)
Its a very dangerous place for the youth, in particular teen boys.

This is just my take on things but London and the surrounding areas are where the largest concentrations of Blacks and Asians (Indians & Pakistanis) live.
Outside of that, it would be tough to find bustling black communities like the greater London area.
Maybe Luton, Manchester, Reading, Milton Keyes, Nottingham? I've come across a few communities in these places that were pretty dope.
I went to London solo dolo for an entire week about two years ago and it was absolutely dope. It was all love from every black person I came across. It couldn’t have been anymore safer. A random sister even bought me an oyster pass for the entire week because she’d “never met an American brova before”.
