Here in New Orleans idiots will still do it, although we had a campaign in the 1990s called "Falling Bullets Kill" after a tourist from Boston was killed and that helped reduce it but it still happens, you still got idiots who think those bullets will just fly out to space. As for when it started, I'm not sure I know it was a big issue in the 80s and 90s.

Also fireworks aren't legal in Orleans Parish but similar to women flashing their titties on Bourbon during Carnival season, the cops generally look the other way but it's not allowed, probably due to the above ground powerlines and the chance you could hit them, that might have also gave rise to dudes wanting to use their guns.
