Sandly, this is not limited to this lab (or even to Massachusetts).
Several years ago, the Ventura Public Defenders Office exposed the Ventura County Crime Lab's years-long habit of 'batch testing' urine samples in DUI cases. What is 'batch testing"? Imagine this. The Lab Tech has 5 urine samples, from 5 different people, and that Lab Tech is supposed to test each sample to determine the Blood Alcohol Content (BAC) of each defendant. But, instead of testing the samples individually, the techs would mix the samples together, then test the mixed batch for it's BAC level, and then report that result as the BAC level for all five samples/defendants. This made perfect sense to the Lab techs, because it cut their work load by 80%. And, there was little chance of getting caught, because most of the people arrested for DUI have had at least something to drink (so they know that they must have some level of BAC), and few have any knowledge of bio-chemistry (meaning they have no idea what that level actually should be), and because very few people whose limited finances require them to use the Public Defender have the resources to have their sample independently tested.
This was only exposed because one defendant kept loudly insisting to his Public Defender that the .11 (I think) BAC level attributed to him by the Crime Lab was impossible. Not wrong/too high, but impossible. When he finally got his PD to listen, he explained that the cop had not watched him produce the urine sample, and instead had either turned his back or left the room when some commotion happened. When the cop was not watching him, he quickly dipped the test tube in the already-flushed toilet, and handed the cop a test tube filled with clear tap water. So the Crime Lab had tested clear tap water and claimed that it contained .11 BAC level of alcohol.

not police but I am going to ASSUME there are a lot of similarities based solely on HIPPA and many federal and state guidelines.

individuals are poorly trained or given WAY to much latitude to just "do their own thing"
